1、 Overseas Talent Introduction Policy

The Qiming Plan, abbreviated as QM, is designed by the Ministry of Industry and Information Technology for high-level overseas talents. After successful landing, the applicant will be awarded the national title of high-value talent.

Suitable for: Overseas senior technical and management talents, especially those with doctoral degrees or holding important positions in well-known foreign companies.

  1. Overseas Excellent Youth (HY): Reviewed by the National Natural Science Foundation of China, mainly relying on universities and research institutes for application, it is very suitable for doctoral students who wish to engage in university research or teaching. It has high requirements for applicants’ academic background and research achievements, and is a popular choice among academic “hats”.

Suitable for: Doctoral students with research capabilities and the goal of developing in universities.

  1. The Torch Program, abbreviated as HJ, is reviewed by the Ministry of Science and Technology of China and applied for through various laboratories and research institutes. It is suitable for overseas returnee PhDs in the field of scientific research. The characteristic of this program is to focus on academic and innovative abilities, and to be particularly friendly to researchers.

Suitable for: PhDs with research backgrounds and innovative abilities.

  1. The Great Wall Plan, abbreviated as (CC): State owned Assets Supervision and Administration Commission, is a specific talent introduction plan for state-owned and central enterprises, mainly introducing industrial and practical talents;
  2. Ruijin Plan, abbreviated as RJ, is audited by the People’s Bank of China and relies on major banking systems to introduce financial and non academic talents;
  3. Changjiang Scholars (CJ): Approved by the Ministry of Education, aimed at introducing high-level talents from home and abroad, especially outstanding talents interested in teaching and research. 3、 Talent classification

  1. Requirements for innovative talents

(1) PhD (both domestic and international, including non Chinese);

(2) Prior to returning to China, hold positions equivalent to associate professor or higher in foreign universities and research institutions; Or professional technical personnel and management personnel who hold senior positions in foreign enterprises;

(3) Especially outstanding, can be extended to master’s degree;

(4) The applicant has not returned to China full-time or will return after January 1, 2024.

  1. Requirements for young talents

(1) PhD (both domestic and international, including non Chinese), age not exceeding 40 years old (born after January 1, 1985);

(2) Engaged in the fields of natural sciences, engineering technology, etc., with formal positions in well-known overseas universities, research institutions, enterprises, etc;

(3) Continue working for 36 months (for overseas PhDs with outstanding performance, it can be extended to 24 months);

(4) The applicant has not returned to China full-time or will return after January 1, 2024.

4、 Support policies after selection

  1. Provide a one-time living allowance of 500000 to 1 million yuan from the government;
  2. 2 to 4 million yuan in scientific research subsidies for provincial and urban areas;
  3. The maximum subsidy for city level supporting facilities is 500000 to 2 million yuan for housing tickets and 300000 to 800000 yuan for settling down;
